In a mixing bowl, stir together the flour, baking soda, baking powder, oats, pumpkin pie spice and salt until well combined.
Add the pumpkin puree, brown sugar, granulated sugar, vegetable oil, applesauce, eggs and vanilla extract to the mixing bowl with the dry ingredients, and beat until a smooth batter has formed.
Fill cupcake liners in a muffin tin ⅔ of the way full of the batter.
In a bowl, mix together the ingredients for the topping and sprinkle on top of each muffin.
