Step 1. Place the cabbage, onions, and carrots into a large mixing bowl, and mix to combine well.
Step 2. In a bowl, add the mayo.
Then, add the buttermilk and the milk.
Then, add the sugar.
Then, add lemon juice and vinegar.
Whisk together until incorporated completely.
Step 3. Pour the sauce mixture over the cabbage mix in the bowl, and toss to coat completely.
Step 4. Add salt and pepper to taste, and chill for several hours before serving.
